The project Publication and Citation of Scientific Primary Data (STD-DOI) was funded by the German Research Foundation (DFG) from 2003 to 2009. Its aim was to make primary scientific data citeable as publications. Part of the project was to add a persistent identifier to each data citation for reliable access. As an identifier the DOI (Digital Object Identfier) of the IDF (International DOI Fundation) was choosen. The TIB (German National Library of Science and Technology) became the global agent for the registration of data DOIs. The first data set with a DOI, automaticaly registered by the webservice of TIB, was available on the Internet 2005-01-06T10:14:02

An other aim of the project was to establish a workflow for data citations similar to the publication process established in conventional scientific literature. The workflow and technical requirements were implemented through STD-DOI. Its acceptance and use by the scientific community will last for a while. An outcome of the project was the foundation of the association DataCite.
